Pan was born in West Virginia, United States, on 6 August 1980, and moved to Taiwan at the age of seven. He attended the Dominican International School and Taipei American School and graduated in 1999. He was offered an athletic scholarship in basketball by an NCAA college but chose to continue his education at California State Polytechnic University, Pomona in the United States. However, he left before graduating to pursue a career in showbiz.
Pan's first girlfriend was a mixed-race Chinese-Dutch schoolmate whom he briefly dated for a month. During his high school days, he dated a Japanese senior schoolmate, a year older than him, who was of mixed heritage. On 27 July 2020, Pan revealed via Instagram that he had married Luna Xuan, a China Eastern Airlines air stewardess from Shanghai. Luna is reportedly 13 years younger than Pan, and netizens have accused her of lying about her age, claiming that she was born in 1989 or 1991 instead of 1994. Pan posted a legal warning on his Weibo account, demanding an apology from netizens who insinuated that his wife had had illicit dealings with the privileged class in China.
In March 2021, it was reported that Pan and his wife had a daughter, born in August 2020. The couple had their wedding ceremony at Alila Villas Uluwatu in Bali, Indonesia, on 29 November 2023.
